Joshua says " I designed this scenario because I have not yet seen one which is all city. This is one big island that is almost completely city, it makes it a challenge to use trains. It's easiest to use helicopters, since you start in 1975, and it's fairly easy to use road vehicles. There's alot of potential to make alot of profit in this scenario. During play testing, I've actually had 1200 people waiting at one station before!"
